  • Chief sponsor of more successful legislation than any other member of the Oregon Legislature: 135 successful pieces of legislation including major reforms to criminal laws, the Oregon workers' compensation system, civil procedure, liability standards, adoption procedures, and tax court procedures.
    • Authored Oregon's Anti-stalking law.
    • Chief sponsor of Victims' Rights amendments to the Oregon Constitution.
    • Strengthened and expanded the Family Abuse Protection Act
    • Reformed Oregon's adoption laws.
    • Strengthened reforms to workers' compensation system.
    • Author of Measure 11: mandatory minimum sentences for violent crimes.
    • Author of Measure 17: state prisoners must work full time in useful work.
    • Author of senior judges' plan, having retired judges help out on the bench.

PERSONAL

Married to Susanna since June, 1974. Three children: Nicholas (1982), Gabriel (1984), and Emily (1987).

Kevin enjoys travel, photography, and SCUBA diving.

Kevin is fluent in Spanish. His father was with the U.S. foreign aid program and Kevin spent seven years growing up in Ecuador, Panama, and Bolivia.
